SUBSTITUTE FOR HOUSE BILL NO. 249(STA) am "An Act                              
reestablishing the Board of Electrical Examiners and extending the             
termination date of the Board of Mechanical Examiners; relating to             
electrical and mechanical administrators; and providing for an
